Look at what we did with Apollo & Shuttle. Look at the in orbit capabilities we had. We are not getting it back with the present planned programs ( cots) . Consider our EO assets, it is imperative that we maintain & improve these capabilities!! We have damaged out capabilities to design, manufacturer , test, operate advanced systems re General Shelton comment on difficulty in building a new engine to replace the Russian RD180.
